When the Governor is temporarily sick or away, the Lieutenant Governor must do the Governor’s duties. If the Governor’s office becomes permanently vacant for any reason, the Lieutenant Governor or the Lieutenant Governor-elect becomes Governor for the rest of the term and until a successor is chosen at the next regular election for Governor. If the Lieutenant Governor is temporarily unable or is serving as Governor, the speaker of the Guam Legislature acts as Lieutenant Governor. If the Lieutenant Governor’s job becomes permanently vacant, the Governor names a replacement with the legislature’s approval to serve the unexpired term and until a successor is chosen at the next regular election for Lieutenant Governor. If both the Governor and Lieutenant Governor are temporarily unable, Guam law says who will act as Governor. If both offices are permanently vacant, Guam law decides how to fill the Governor’s office for the rest of the term. No one who only acts as Governor or Lieutenant Governor gets extra pay unless they formally take the office under these rules.
