§1984 Agreements with Federated States of Micronesia

Summary

The United States must give free technical help, training, and equipment to the Federated States of Micronesia to fight crime and inspect mail for drugs and other illegal items. This help is meant to let Micronesia make and enforce its own laws and to work with the U.S. to enforce U.S. criminal laws. Money provided under the Compact may be used as the Compact allows. Each of two joint committees will have three U.S. voting members who must be federal officers or employees. For the Joint Economic Management Committee, one member is chosen by the Secretary of State (with the Treasury consulted), one by the Secretary of the Interior (with the Treasury consulted), and one by an interagency group. For the Joint Trust Fund Committee, members are chosen by the Secretaries of State, the Interior, and the Treasury. Members serve 2-year terms and may be reappointed for up to two more 2-year terms. At least two U.S. members on each committee must have strong finance or program experience and at least 5 years of full-time work in those areas (the trust fund committee also allows investment expertise). The Secretary of the Interior must tell the appropriate Congressional committees within 90 days after each appointment and affirm the appointee’s qualifications using information from the appointing agency. The Secretary of the Interior must also send any committee reports to those Congressional committees within 90 days after the committee gets or finishes them, and must notify Congress within 90 days after Micronesia submits any required report whether it was on time and complete or not.
