The United States must give free technical help and training under sections 222 and 224 of the 2023 Amended U.S.-FSM Compact. This help can include training and equipment for checking mail for drugs and other illegal items. The goal is to help the Federated States of Micronesia make and enforce its own laws and to work with the United States to enforce U.S. criminal laws. Money appropriated under subsection (j) of section 1921d (as amended) may be used under section 1921a(a). Each of two joint committees will include three U.S. voting members who must be federal officers or employees. For the Joint Economic Management Committee, members serve 2-year terms: one appointed by the Secretary of State (with Treasury consulted), one by the Secretary of the Interior (with Treasury consulted), and one by the Interagency Group on Freely Associated States. For the Joint Trust Fund Committee, members serve terms of not more than 2 years: one appointed by the Secretary of State, one by the Secretary of the Interior, and one by the Secretary of the Treasury. A U.S. member may be reappointed no more than two times for additional 2-year terms. At least two U.S. members on each committee must have strong qualifications and at least 5 years of full-time experience in fields like accounting, auditing, budgeting, grants, program management, investment, or international economics. The Secretary of the Interior must notify Congress within 90 days after appointments and must send committee reports or notices about whether Micronesia’s required reports were submitted on time or complete within 90 days.
