Changes a phrase so the law talks about the "States of the Union" (but not Alaska) instead of the "continental United States." It also says the law applies to the States, Puerto Rico, and the Virgin Islands, and that when the law uses the word "State" it includes Puerto Rico and the Virgin Islands.
