The Board must publish a rail cost adjustment factor as often as practical, but at least once every quarter. The factor is a fraction: the top number is the Board’s most recent Index of Railroad Costs (the Board compiles or checks this index and adjusts it for changes in what railroads buy and the mix and quality of materials and labor), and the bottom number is that same index for the fourth quarter of every fifth year, beginning with the fourth quarter of 1992. The Board must publish a version of the factor that reflects changes in railroad productivity and also publish a second, similar index that does not reflect productivity changes.
