Railroad companies may not agree to share or split traffic, services, or any part of their earnings with each other unless the Board approves. The Board can approve such sharing if the companies agree and the Board finds (1) it will improve service or save money and (2) it will not unreasonably limit competition. The Board can set rules for the sharing, allow reasonable payments between the companies, and start a review on its own or when asked.
