The Board can start an investigation only after someone files a complaint, unless this part says otherwise. If the Board finds a pipeline carrier broke these rules, it must act to force the carrier to comply. The carrier must get notice and a chance to respond. Anyone, including a government agency, may file a complaint stating the facts. The Board can dismiss complaints that lack reasonable grounds, but it may not dismiss a complaint about a carrier that provides transportation just because the complainant has no direct damage. A formal investigative proceeding the Board begins is dismissed automatically unless the Board finishes it with a final decision by the end of the 3d year after it was begun.
