Defines who can apply, what counts as a capital project, and what "intercity passenger rail service" means. Applicant: a State (including the District of Columbia), a group of States, an interstate compact, or a public agency set up by one or more States to run intercity passenger rail service. Capital project: projects in a State rail plan that buy, build, improve, inspect, or overhaul trains, tracks, stations, and related work — including design and engineering, rights-of-way, crossings, signals and communications, environmental studies and fixes, relocation and replacement housing, costs to make State rail plans, and first-dollar insurance liability. Intercity passenger rail service: passenger train service that runs between cities.
