Creates a competitive grant program run by the Secretary of Transportation to give money to groups carrying out interstate rail compacts under section 410 of the Amtrak Reform and Accountability Act of 1997. Grants can pay for administration, systems planning (including studying freight impacts and ridership), promotion of intercity passenger rail, preparing federal grant applications, and coordinating operations. Each grant can be no more than $1,000,000 per year. No more than 10 compacts may get grants in any fiscal year. Grants must be for projects where Amtrak will operate the intercity passenger service. Recipients must provide at least a 50% non‑Federal match of eligible costs. When picking winners, the Secretary must consider other funding or participation, economic development (especially for rural areas), efforts to restore former Amtrak routes, service to underserved places, improving network connectivity, having regional plans and environmental reviews, and coordination with governments and other transport providers. Within 3 years of the Passenger Rail Expansion and Rail Safety Act of 2021, the Secretary must report to the Senate Commerce, Science, and Transportation Committee and the House Transportation and Infrastructure Committee on program implementation, planning and coordination, recipients’ future plans, data on new/restored/enhanced services, and any recommended law changes.
