Defines key words used in the chapter. Board means the Surface Transportation Board. Capital work means major track projects—like maintenance, rebuilding, adding capacity, or rehabilitation—that accounting treats as a capital item instead of an expense. Commuter rail passenger transportation has the meaning given in section 24102. Public transportation authority means a local government authority as described in section 5302 that provides or contracts for commuter rail. Rail carrier means a person (not a government authority) who runs common‑carrier railroad service for pay and is under the Board’s jurisdiction under chapter 105. Segregated fixed guideway facility means a fixed guideway built inside a rail carrier’s right‑of‑way but kept separate from tracks used for freight. Trackage means a rail carrier’s railroad line, including spurs, switching, yard, station tracks, and other rail facilities.
