The Secretary of Transportation must send the President a report every year by July 1 for the previous calendar year, and the President forwards it to Congress. The report must give detailed accident and injury statistics; list safety rules in effect and how well they are followed; summarize research grants and contracts and their goals; report results and technology progress from finished research; describe enforcement actions; say how technical and consumer safety information was shared; and recommend any laws needed to help states work together and strengthen the national traffic safety program. Within 18 months after rules are first issued under section 2(e)(1)(B) of the Imported Vehicle Safety Compliance Act of 1988, the Secretary must report to Congress on actions taken to carry out subchapter III and how well they worked, including any testing under section 30146(c)(2). After that first report, the Secretary must send a similar report to Congress each year by July 31.
