Junk and salvage yards must send a monthly report to the National Motor Vehicle Title Information System operator once the Attorney General sets a start date, but not earlier than the third month before the system begins. Each monthly list must show every junk or salvage car taken in the prior month and include the vehicle identification number (VIN), the date it was obtained, who it was obtained from, and whether the car was crushed or otherwise disposed of for sale or other uses. Two exceptions apply: yards that already report the same information to state or local authorities that share it with the operator, and yards with a verification under section 33110 saying the car or its parts are not reported stolen. Insurance companies that handle total-loss cars must also send a monthly inventory to the operator starting at the same time. Their list should cover current model year cars and the four prior model years. It must include the VIN, date obtained, who the carrier got the car from, and the owner’s name when the report is filed. Carriers may file directly or use an agent. The Attorney General will make simple rules to keep reporting as easy and inexpensive as possible.
