Title 49 › SUBTITLE I — DEPARTMENT OF TRANSPORTATION › CHAPTER 3 — GENERAL DUTIES AND POWERS › SUBCHAPTER I — DUTIES OF THE SECRETARY OF TRANSPORTATION › § 307
Public agencies or other public groups that get money from the Department of Transportation can ask the Secretary of Transportation for permission to give extra funds to federal, state, or tribal agencies that help with a project’s environmental planning and review. The money must only be used to speed up and improve permitting and review work, such as early transportation planning, review tasks, hiring staff, training workers, gathering data and maps, and creating program agreements. The Secretary can only approve the extra funds needed so reviews finish on time. If money pays for staff at a federal agency, that agency and the public group must first agree on how to pick projects or priorities. The Secretary must issue rules within 180 days that protect others’ review timelines, keep decisions fair, and publish a public online list of projects that used these funds. This does not change or conflict with existing related law.
