If the Secretary of Transportation finds a State is seriously not following the chapter, the Secretary must order that State to stop all licensing under the chapter and to stop issuing commercial driver's licenses until the Secretary says the State is following the rules again. Another State not under that order can give a nonresident commercial driver's license to someone who lives in the banned State if the person meets all chapter requirements and the issuing State's nonresident rules. Licenses the State issued before the order stay valid.
