International Fuel Tax Agreement — an interstate agreement, under the National Governors’ Association, to collect and share motor carriers’ fuel-use taxes. International Registration Plan — an interstate agreement, by the American Association of Motor Vehicle Administrators, to apportion motor carriers’ registration fees. Regional Fuel Tax Agreement — like the fuel-tax agreement but only for Maine, Vermont, and New Hampshire. State — the 48 contiguous States and the District of Columbia.
