States and local governments may only set or enforce bumper rules for passenger motor vehicles or their equipment if the rule is the same as the federal bumper standard in section 32502. A State may keep enforcing an older state bumper rule about a performance matter not covered by the federal rule if the state rule was in effect on October 20, 1972 and it does not conflict with a standard in chapter 301. The United States Government, a State, or a local government may require tougher bumper performance for passenger vehicles or equipment they buy for their own use.
