When an average fuel-economy standard under this chapter is in effect, a state or its local governments cannot make or enforce laws or rules about fuel economy for the cars covered by that standard. If a rule under section 32908 requires showing fuel economy or fuel operating costs, a state or local government may only require the same disclosure if its rule is identical. A state or its local governments may set fuel-economy rules for vehicles they buy for their own use.
