The Secretary of Transportation must create a vehicle-theft prevention rule by October 25, 1994 for certain major parts that carmakers put into passenger cars (not light duty trucks). That rule can cover no more than 50 percent of the vehicle lines that are not already labeled as high-theft. Within 3 years after making the rule, the Secretary must expand it to cover remaining non-high-theft lines and the major replacement parts, but only after the Attorney General makes a formal finding that the expansion should go forward. The Secretary must include the Attorney General’s finding and record in the rulemaking. The Attorney General must study the issue, hold public notice and a hearing, and consider whether the rule would substantially reduce chop shops and vehicle thefts. The Attorney General must look at costs, effectiveness, competition, alternatives, and use required reports and data. By December 31, 1999 the Attorney General must say whether the rules have worked and whether approved anti-theft devices can replace parts marking. If a rule is found ineffective, the Secretary must cancel it within 180 days and the cancellation applies starting the next model year. If anti-theft devices are found to work, exemptions can continue after model year 2000 at one of two levels the Attorney General chooses. New standards start at least 6 months after they are set unless an earlier date is justified and explained. The Secretary and Attorney General must tell the relevant congressional committees about their actions. Covered major parts — main vehicle parts covered by the rule. Major replacement parts — replacement parts for those parts. High-theft lines — vehicle models already labeled high-theft.
