Businesses that salvage, dismantle, recycle, or repair passenger cars must not knowingly sell, transfer, or install a major part marked with an identification number unless they first use a process the Attorney General and the Secretary create under section 33109 to confirm it was not reported stolen, and they give the buyer a verification with the part’s VIN (or a derivative) confirming it was not reported stolen. Exceptions are the part’s manufacturer, someone who bought the part directly from the manufacturer, or a holder of an insurance-carrier verification under section 33110; that holder must pass the verification to any later buyer. The Attorney General must make rules, with the Secretary, so verifications are uniform and hard to fake.
