Military leaders may let U.S. military planes not follow some air-traffic rules during a military emergency if it is essential for national defense. They must tell the FAA Administrator as soon as they can and, when there is time, try to talk with the Administrator and work out the change in advance. The President can stop U.S. or foreign airlines, and people who operate aircraft, from flying to or from a country if that country breaks the international anti‑hijacking convention or shelters terrorists who use or threaten plane seizures. The President can do this without notice or a hearing, and the ban lasts as long as the President thinks it is needed for security. Airlines and operators must obey the suspension, and it is a condition of their U.S. operating certificates and permits.
