Creates a research advisory committee at the Federal Aviation Administration. The committee must advise the FAA Administrator and Congress about needs, goals, plans, methods, content, and results of aviation research and development carried out under sections 44504, 44505, 44507, 44511–44513, and 44912. It must help coordinate FAA research with outside work, review the regional centers of air transportation excellence under section 44513, and each year review how the Administrator allocates the amounts authorized by section 48102(a) among major R&D categories and advise whether that allocation meets the identified needs. The Administrator may set up smaller, subordinate committees for specific research areas. The committee can have up to 30 members appointed by the Administrator. Members must not be FAA employees and must be specially qualified. Appointments must include representation from regional centers, universities, companies, associations, consumers, and other federal departments and agencies. The Administrator names the chair. Members serve without pay but may get meeting expenses as allowed under section 5703 of title 5. The Administrator must provide staff, information, services, and supplies on request. Section 1013 of title 5 does not apply. No more than .1 percent of the funds for research under the cited sections may be used to carry out the committee. Within 60 days of any committee recommendation, the Administrator must send a written reply saying whether the recommendation is accepted or rejected, explain why, give a timetable, and describe steps to implement it. That reply must be posted on the committee website and sent to the House Committee on Science, Space, and Technology and the Senate Committee on Commerce, Science, and Transportation. The national aviation research plan under section 44501(c) must summarize all committee recommendations and report their implementation status.
