Flight crew members on airplanes operating under 14 CFR part 121 must not use personal wireless phones or laptop computers while at their duty station on the flight deck during flight operations. Use is allowed only when the device is needed for flying the plane, for an emergency, for safety, or for work messages, and only under rules set by the airline and the FAA Administrator. Violations can bring the penalties in 49 U.S.C. 46301, and the FAA Administrator can enforce this rule by changing, suspending, or revoking a carrier’s certificate under 49 U.S.C. 44709. “Personal wireless communications device” means a device that sends personal wireless services as defined in 47 U.S.C. 332(c)(7)(C)(i).
