Summary

The power to run testing programs for airport security screeners moves from the FAA chief to the head of the TSA. New rules must make employers, not airlines (including foreign airlines), test those workers. Rules that apply to FAA employees in safety-sensitive jobs also apply to TSA employees in security-sensitive jobs.
