Creates a national review program for airport rules that limit or ban stage 2 and stage 3 aircraft. The program must give the public notice and a chance to comment. For any new stage 2 restriction proposed after October 1, 1990, the airport must publish the plan and, at least 180 days before it would start, provide an analysis of costs and benefits, a list of other possible restrictions, non-aircraft options considered, and a comparison of those options. New stage 3 restrictions that were not in effect on October 1, 1990, can only take effect if the airport and all aircraft operators agree, or if the Secretary of Transportation approves them after a request. The Secretary must decide within 180 days and may approve only if the restriction is reasonable, not discriminatory, does not unreasonably hurt interstate or foreign commerce or the national aviation system, is consistent with safe and efficient use of airspace and U.S. law, and had a fair public comment opportunity. Examples covered include limits on noise levels, total operations, noise budgets, hours of operation, and other similar limits. The Secretary can reopen an approved restriction after 2 years if an operator shows the noise situation has changed. There are exceptions for actions or agreements already in effect or negotiated by November 5, 1990, and for certain FAA work done before that date. Starting on the 91st day after the Secretary issues the program rules, an airport with a stage 3 restriction that first took effect after October 1, 1990, can get certain federal grants or impose a passenger facility charge only if the restriction was agreed to by the airport and operators, approved by the Secretary, or has been rescinded.
