Title 49 › Subtitle SUBTITLE III— GENERAL AND INTERMODAL PROGRAMS › Chapter 51— TRANSPORTATION OF HAZARDOUS MATERIAL › § 5118
The Secretary of Transportation can set up a program to study and develop ways to make moving hazardous materials safer and to find new technologies that improve safety, security, and efficiency. In creating the program, the Secretary must use information from other transportation agencies and work with those agencies and other federal partners. The Secretary must also work with shippers, carriers, emergency responders, state and local officials, and colleges and universities. The Secretary may run cooperative research and can make an agreement with the National Academies to help. Research can include emergency planning and response, risk analysis and data, sharing commodity flow information with first responders, combining safety and security, cargo packaging and handling, studying consequences of releases, and testing materials and equipment.
