Title 49 › SUBTITLE III — GENERAL AND INTERMODAL PROGRAMS › CHAPTER 55 — INTERMODAL TRANSPORTATION › SUBCHAPTER I — GENERAL › § 5506
Creates a pilot program run by the Secretary of Transportation to accept unsolicited research ideas and to fund some of them. Eligible groups include state and local government agencies, colleges and universities (including university transportation centers), nonprofit organizations (including research nonprofits), and private companies that partner with one of these groups. Funded research must meet needs the Secretary or a DOT modal office identifies, or other topics the Secretary finds important, and it must not duplicate other federal work. The Secretary must review every proposal and send a written notice if a proposal is denied with reasons and guidance, or a written notice if it is chosen and an offer to fund it. The program must coordinate with DOT programs and with other federal science and security agencies (including OSTP, NSF, Energy, NIST, Homeland Security, NOAA, and Defense). The Secretary must review the pilot at least every two years and post a report online. Federal funding can cover up to 80% of a project; non‑federal partners’ direct costs count toward the rest. Up to 1.5% of the program funds may be used for coordination, evaluation, and oversight. Congress authorized $50,000,000 for each fiscal year 2022 through 2026.
