Each year by September 1, the head of every DOT mode office and joint program office must send the Assistant Secretary a list of the research projects they plan for the next fiscal year and the money needed for new or expanded projects. The Assistant Secretary must put a complete, public database online at least once a year. The database must be organized by project and say the project goals, status (ongoing or finished), results and findings, money allocated, and any other needed details. It must also point out projects that apply to more than one mode, show how mode offices will use the results, flag overlapping research, explain how findings are shared, and describe public and stakeholder input to the research plans. Each year with the President’s budget, the Secretary must post and give Congress a report showing how much was spent on transportation research last full fiscal year and how much is proposed for the current year, and must describe projects with $5,000,000 or more. The Secretary’s planning reports must also summarize past year research by topic, show spending by topic, explain whether research is meeting the department’s expectations, and note any changes to the department’s research strategy.
