Defines key words used in the chapter. "Administrator" means the Administrator of General Services. "Advisory committee" means a group used to give advice to the President or federal agencies, created by law, by the President, or by one or more agencies; it does not include groups made only of full-time federal employees or groups set up by the National Academy of Sciences or the National Academy of Public Administration. "Agency" has the meaning given in section 551 of this title. "Presidential advisory committee" means an advisory committee that advises the President.
