The rules apply to advisory committees unless the law that created a committee says they do not. Rules, orders, and regulations made under the law also apply unless a committee’s founding law says otherwise. There are exceptions. The rules do not cover advisory committees for the Central Intelligence Agency, the Federal Reserve System, or the Office of the Director of National Intelligence when the Director says national security prevents following the rules. They also do not cover local civic groups that mainly provide public service for a federal program, or state or local advisory boards that advise state or local officials.
