Members serve 7-year terms. If someone is picked to finish another member’s term, they only serve the rest of that term and must follow the rules in section 1201. A person who serves only part of a 7-year term can stay until a successor is appointed and qualifies, but not more than one year after the term would have ended unless reappointed. Someone appointed for a full 7-year term may not be reappointed, but may also stay until a successor qualifies, no longer than one year after the term ends. The President can remove a member only for poor performance, failing to do the job, or serious wrongdoing in office.
