Defines several key words used in this part of the law. "Charitable organization" means an organization described in 26 U.S.C. 170(c). "Honorarium" means money or anything valuable paid for an appearance, speech, or article (including a series) — including when it’s tied to official duties or given because of the person’s government status — but it does not include actual travel costs for that person and one relative if those costs are paid or reimbursed by someone else; if those travel costs are not paid, the honorarium is reduced by their amount. "Member" means a Senator, Representative, Delegate, or Resident Commissioner to Congress. "Officer or employee" means any government officer or employee except a special Government employee (see section 202 of title 18). "Travel expenses" means the cost of transportation, lodging, and meals while away from home or main workplace.
