Members and noncareer senior officers or employees who hold jobs above GS‑15, or whose pay is at least 120% of the GS‑15 minimum, may not earn outside income in a calendar year that is more than 15% of the annual pay for Level II of the Executive Schedule, measured as of January 1 of that year. If someone becomes a Member or such an officer or employee partway through the year, the 15% limit is cut by the fraction of the year they served (days served ÷ 365). No Member, officer, or employee may accept any honorarium while serving. If an honorarium is paid instead to a charity on the person’s behalf, it does not count as their income only if the payment is $2,000 or less and the charity does not give any financial benefit to the person or to their parent, sibling, spouse, child, or dependent relative.
