Agency heads must be in charge of how their agency delivers government services. At a minimum, they must work to make services better so the agency can meet its mission and so the public has trust, openness, and accountability. Not later than one year after the date of the enactment of this subchapter, each agency head must name a senior official (who can be the deputy) to carry out these duties. That official must report straight to the head or deputy and have the authority to make improvements, especially for major service providers. The official must coordinate and carry out service improvements with other agency officials, submit an implementation plan when the Federal Government Service Delivery Lead asks, collect and use the data required under section 322, help teams and other agencies work together, assist with implementing the 21st Century Integrated Digital Experience Act (Public Law 115–336), and help put these service rules into agency plans.
