An agency may place a senior executive on furlough, which is a temporary unpaid status with no duties when there is not enough work or money or for other non-punitive reasons. A career appointee can only be furloughed under rules set by the Office of Personnel Management, and a furloughed career appointee may appeal to the Merit Systems Protection Board under section 7701.
