The Chairman of the Nuclear Regulatory Commission may give the power described in the second sentence of section 403(a) to another Commissioner, but may not give that power to any other officer or employee of the Commission. Despite paragraphs (7) and (8) of section 406(a), the NRC Inspector General may hire the officers and employees needed for the Office of Inspector General and may obtain temporary or intermittent experts or consultant organizations, provided the applicable hiring laws and rules are followed.
