Defines key words used in this chapter. The word "agency" (as limited by section 4102) includes executive departments, independent agencies, certain government corporations under chapter 91 of title 31, the Library of Congress, the Government Publishing Office, and the government of the District of Columbia. The word "employee" (as limited by section 4102) means someone employed by an agency and also includes commissioned officers of the Environmental Science Services Administration. "Government" means the United States Government and the government of the District of Columbia. "Training" means a planned program of instruction or education offered to employees in areas like science, professional, technical, trade, clerical, fiscal, or administrative work to improve job and agency performance. A "Government facility" is property the Government owns or controls and the services of its civilian and military staff. A "non-Government facility" covers state or territorial governments (including the Commonwealth of Puerto Rico), designated foreign governments or international organizations, schools and research institutions, private businesses, private individuals, and the services or property any of these provide for training.
