Defines two terms: "administrative appeals judge position" — a job that mainly reviews decisions of administrative law judges appointed under section 3105. "Agency" — an Executive agency as defined in section 105, but not the Government Accountability Office. The head of each agency must set the basic pay for those administrative appeals judge jobs that are not graded above GS–15, following rules from the Office of Personnel Management. That pay cannot be lower than the AL–3 minimum or higher than the AL–3 maximum in section 5372.
