Agency heads may advance up to 30 days' pay and allowances/differentials. In emergencies, if reimbursed, they may advance to employees of other agencies. Advances apply when the employee or dependents/immediate family are ordered to leave: from outside the U.S. when the Secretary of State requires departure in the national interest, or from anywhere if lives face imminent danger. Advances use pay rates not above the pre-order rate and are subject to section 5524. U.S. or D.C. government may recover advances from employee or estate by offset or lawful means.
