Title 5 › Part III— EMPLOYEES › Subpart D— Pay and Allowances › Chapter 57— TRAVEL, TRANSPORTATION, AND SUBSISTENCE › Subchapter I— TRAVEL AND SUBSISTENCE EXPENSES; MILEAGE ALLOWANCES › § 5705
An agency can give an employee a travel advance if the employee is eligible for per diem or mileage. The amount should match the kind of trip and how long it will probably last. If the employee doesn't use the advance for allowed travel costs, the agency can recover the money from the employee or their estate by: (1) taking it from any pay, retirement credit, or other amount owed to the employee; (2) deducting it from any money the United States owes them; or (3) using another legal method.
