Agencies may run special test programs, if the Administrator of General Services approves, to pay needed moving expenses through the normal payment office instead of the usual payments. When asking for approval, an agency must give the Administrator a cost–benefit analysis and clear rules for judging the program. The tests must aim to save money or make operations more efficient. The Administrator must send a copy of any approved or extended test program to the relevant Congressional committees at least 30 days before it starts. Agencies must send annual progress reports to the Administrator and a final report within 3 months after the test ends to the Administrator and those committees. No more than 12 such tests can run at the same time. Initial approval can be up to 4 years. At the agency’s request, the Administrator may extend a test, each extension up to 4 years, and multiple extensions are allowed.
