Arbitration awards must include a short, informal note saying why the decision was reached, unless the agency has a different rule. Formal findings or legal conclusions are not required. The winning side must file the award with the relevant agencies and show they served everyone. The award becomes final 30 days after it is served. An agency that was a party can extend that period one time for another 30 days by notifying the others before the first 30 days end. A final award is binding and can be enforced under sections 9 through 13 of title 9. A court cannot dismiss or refuse enforcement just because the United States is involved or is an indispensable party. The award cannot be used to stop an issue from being raised in another proceeding, and it cannot be used as precedent or relied on in unrelated agency, court, or arbitration matters.
