If a regular federal worker (see section 2105) or a D.C. worker who is paid by the day, hour, or piece is kept from working, this rule applies when the workplace is closed. It covers days closed by the President or the Mayor, closures under administrative orders from the President or the D.C. Council, and legal public holidays or days officially declared holidays by law, Executive order, or the Mayor.
