Agencies may create flexible work schedule programs that set certain hours and days when employees must be at work and other hours when employees can choose their arrival and departure. The flexible hours can also let employees earn "credit hours" to shorten a future workday or workweek, if allowed. If an agency head finds a unit is seriously disrupted or has extra costs because of the program, and any written agreement is followed, the agency head can limit arrival/departure choices, limit credit hours, or remove employees or groups from the program.
