Agencies may create compressed work schedules, like a 4-day workweek, even if other rules might say otherwise. If a work unit does not have a single union as its exclusive representative, employees there cannot be forced to join a compressed schedule unless a majority of those employees vote to be included. If an employee asks in writing and the agency finds the schedule would cause a personal hardship, the agency must either excuse that employee from the program or move them to the first job that opens after that decision which is outside the program, for which they are qualified, and which they accept.
