An employee can put some of their annual leave hours into their agency’s leave bank by sending a written request to the Leave Bank Board that says how many hours to transfer. The request can also say the donor wants the hours to help a specific proposed or current leave recipient. The agency can move all or part of the hours asked for. A donor cannot give more than one-half of the annual leave they would earn in that leave year. If the donor would otherwise lose leave at year end under section 6304(a), they can only give up to the hours left in the year for which they are scheduled to work and be paid. The donor’s Leave Bank Board can waive these limits in writing. The Office of Personnel Management will set an open enrollment period each year when employees may make these contributions.
