The Office of Personnel Management must create rules, after talking with the Attorney General and the Office of Government Ethics, by the later of the effective date of the amendments made by section 1106 of the National Defense Authorization Act for Fiscal Year 2004 or 180 days after that Act was enacted. The rules must make each Executive branch agency tell any employee who becomes covered by section 207(c)(1) of title 18 because of the amendment to section 207(c)(2)(A)(ii). Agencies must give that notice before or when the action that changes the employee’s coverage happens, and again when the employee’s job or service ends.
