OPM may approve or contract for extra health plans beyond those under section 8903. To qualify, a plan must be sponsored and mostly run by an employee organization named in section 8901(8)(B); offer the benefit types listed in section 8904(1) or (2); pay for or reimburse those benefits under section 8903(1) or (2); and be limited to full members and their families. A contract must require the carrier either to use an underwriting subcontractor licensed to issue group health insurance in all the States and the District of Columbia or to meet OPM’s minimum financial standards. A full member is someone eligible for all membership rights except holding elected office.
