Defines key words used in this chapter. "Employee" means certain federal workers, including those covered by specific federal pay laws, Tennessee Valley Authority workers, some Defense nonappropriated fund workers, and employees of the D.C. courts. "Annuitant" means people who qualify for government annuity payments under federal retirement rules, including those who are at least 18 and have filed for an annuity, and some former employees who meet service rules but are too young for full annuity age. "Member of the uniformed services" means someone on active duty or full‑time National Guard duty for more than 30 days, or a member of the Selected Reserve (not retired members). "Retired member of the uniformed services" means someone entitled to retired or retainer pay, or in the Retired Reserve who would get retired pay under chapter 1223 of title 10 but is under age 60 and meets OPM’s rules under section 9008. "Qualified relative" names eligible spouses, certain parents, adult children (18 or older, including adopted or step and possibly foster as OPM allows), and other relationships OPM may set. "Eligible individual" means any person listed above. "Qualified carrier" means an insurer (or group of insurers) licensed to sell long‑term care insurance in all States, counting subsidiaries. "State" includes the District of Columbia. "Qualified long‑term care insurance contract" has the meaning given in section 7702B of the Internal Revenue Code. "Appropriate Secretary" is usually the Secretary of Defense, but for the Coast Guard (when not part of the Navy) it is the Secretary of Homeland Security, for the NOAA commissioned corps it is the Secretary of Commerce, and for the Public Health Service commissioned corps it is the Secretary of Health and Human Services.
