Require each master contract to make the insurance company give the Office of Personnel Management (OPM) the reports OPM needs and to let OPM and the Government Accountability Office (GAO) inspect the company’s records. Federal agencies must keep records, make required certifications, and give OPM or the carrier any information or reports OPM asks for. GAO must send a written evaluation of the program to the President, OPM, and both Houses of Congress before the end of the third and fifth years. Those reports must judge how the program is working and compare its competitiveness to group and individual plans in the private insurance market, and OPM must help GAO with these reviews.
