"Appointing authority" means an executive-branch employee who can make civil service appointments. "Conditional offer" is a civil service job offer that depends on a criminal-history check. "Criminal history record information" follows section 9101(a) and also covers sealed, expunged, and similar juvenile records. "Suspension" means section 7501.
