Lets workers in land management agencies who hold temporary competitive appointments try for permanent competitive jobs when the agency is hiring under merit-promotion rules. To be eligible, the worker must have been first hired by an open competitive exam under subchapter I of chapter 33, have served more than 24 months in one or more temporary appointments without a break of 2 or more years, and have had acceptable performance during that time. The Office of Personnel Management (or other exam agency) must waive age limits unless age is essential for the job. If hired, the person becomes a career-conditional employee and gains competitive status unless they already met career-tenure requirements. A former worker can count as a current temporary employee for 2 years after leaving if they left for reasons other than misconduct or poor performance. OPM will make rules to implement this.
